Film

Photo from Royal City Record
As long time supporters of the BC film industry, New Westminster has more film activity than ever before.  From TV series’ to the feature film, Godzilla, New Westminster is now on track for its busiest year yet.  In the first six months of 2013, the economic impact of filming was $300,840 in film permits combined with an estimated $300,000 in compensation to residents and merchants.  The local economy also benefited by providing  goods and services to the production companies and employees.

Why the attention?  With 1890s heritage homes, tree-lined streetscapes, campus-like park settings, institutional buildings, and a Downtown lined with heritage buildings, gritty alleys and a majestic riverfront, New Westminster has locations for virtually every genre of film. Also, being a film industry friendly city, New Westminster provides personalized location and permit/license assistance for all areas through the Film Coordinator.

In 2013, New Westminster Environmental Partners and Green Ideas Network are hosting their 3rd annual New West Doc Fest, which has expanded into a three day festival.  This year the festival is being hosted at a new venue, the Landmark Cinemas in the Shops @ New West Station, and will run October 23-25.

Welcoming and Inclusive New West

Between 2006 and 2011, increases to the immigrant population comprised 61.3% of the total population growth in New Westminster.

As New Westminster becomes increasingly diverse, the value of being at the forefront of inclusivity grows exponentially.  The primary goal of Welcoming and Inclusive New Westminster (New West WINs) is to work towards communities where racism is eliminated, cultural diversity is valued and celebrated, and immigrants can realize their full potential.

There are three areas that New West WINs is focusing on to achieve these goals: welcoming spaces, inclusive workplaces, and receptive communities.  Each of these focus areas serves a unique purpose and has specific objectives:

Objectives
Welcoming spaces
Enhance access to government and community spaces for new immigrants
Foster intercultural interaction and mutual trust
Inclusive workplaces
Change attitudes and reduce systemic barriers to employment
Receptive communities
Increase community awareness and understanding of immigrant integration issues
Support the development of intercultural relations and mutual trust

New West WINs is currently conducting research to find the best ways to accomplish these objectives.  If you are a recent immigrant we would like to hear from you.  Find out how you can get involved by contacting Janet Goosney, the New West WINs coordinator at janet.goosney@purposesociety.org

Inter-municipal business licenses

On October 1st, 2013, the Metro West region - New Westminster, Vancouver, Surrey, Richmond, Burnaby, and Delta - will launch an inter-municipal business license (IMBL) pilot.
Those eligible for the IMBL are defined as trades contractors or other professionals related to the construction industry that provide a service or product other than from their fixed and permanent location. Only
those with a fixed and permanent location in one of the
participating municipalities are eligible for the IMBL.

The benefits:
For business
Saves time and money by reducing administrative burdens and enabling businesses to operate easily where their services are needed.  Instead of paying for a business license in each Metro West municipality, an IMBL can be purchased for $250 to cover all participating municipalities.

For residents
Increased choice and confidence in services providers.

For municipal government
Reduced administrative burden; reduced application processing time; improved information flow between local governments; increased licensing compliance.

For more information contact the City of New Westminster Business Licensing Office at 604-527-4565 or businesslicenses@newwestcity.ca

Columbia StrEAT Food Truck Fest

The Downtown New Westminster Business Improvement Association (BIA) will be hosting New West’s inaugural Columbia StrEAT Food Truck Fest this summer.  On August 10th, 2013, food trucks from all over Metro Vancouver will set up shop on a closed-down section of Columbia Street. Easily accessible by transit or by car, the food truck fest will attract thousands of food-lovers from around the lower mainland to enjoy street-fare, live music, and beverage gardens hosted by participating restaurants.

While New Westminster is home to many festivals throughout the year, none are quite so tantalizing for foodies as the up-coming Food Truck Fest.  Running from 3pm-9pm, this free event features Guanaco Truck, Casalinga Carts, Beljam’s Waffles, Kaboom Box, JJ’s Trucketeria, Aussie Pie Guy, and Holy Perogy.

Check out the BIA’s Facebook page for updates on the latest additions to the food truck lineup.

Envision 2032

The City’s 2012-2014 Strategic Plan created a focus on establishing and maintaining a high and sustainable quality of life for its residents, supported by a healthy business community. To support this focus, the strategic plan called for the creation of a sustainability framework, or “sustainability lens,” to “guide and test all future decisions and initiatives against balanced economic, social, cultural and environmental perspectives.”

The role of Envision 2032 is to act as this sustainability lens to evaluate future
plans, policies, projects and practices.

As shown on the graphic above, Community Partners have helped shape Envision 2032 and will play an important role in the achievement of the community’s sustainability vision that is described in Envision 2032. While the City is an important partner and will work to promote sustainability in its own operations, areas of jurisdiction and areas of influence, support and resources will be required from other key community partners, including the business community.

One of the key policy areas that directly involves the business community is Economy and Employment.  Some sample “Descriptions of Success” for this policy area, which are descriptions of the future that the City and its partners will be working together towards, include:

  • New Westminster’s economy is diverse and growing to meet local, regional, national and international demand and new business opportunities.
  • New Westminster has capitalized on its significant competitive advantage of being a central, well-connected and transit-oriented community where employers and employees from all economic sectors, including services, want to be located.
  • The City builds on its existing economic strengths, including its traditional industries, services and skills, while developing complementary economic activities, including the value-added processing of raw materials.
  • There is a “buy local” culture, where residents and businesses use local goods and services to the extent possible, creating local skills and employment while reducing the costs and resources required for transportation.
  • Cultural industries are an important local economic driver and employer.
  • New Westminster provides ample opportunities for its residents to live and work in the community if they wish to do so.
  • Strong partnerships, including governments, institutions, businesses and residents, exist to advance personal and community economic and employment goals, providing skills training, financial resources, knowledge, and technical support.
  • New Westminster is an “Intelligent City” promoting digital inclusion, where everyone has access to high speed information systems and the latest technologies for advancing educational, personal, social and business development goals.

In coming months, the City will be developing an implementation strategy for Envision 2032, including outreach to Community Partners to find areas of common interest where we can work together.

Inter-municipal Business Licenses

With the goal of launching a 2-year pilot project in the fall of 2013, New Westminster is joining Vancouver, Surrey, Richmond, Burnaby, and Delta to offer inter-municipal business licenses (IMBL).

In most municipalities across BC you are required to have a business license for each municipality that you conduct work in. With the inter-municipal business licensing pilot project, you will need a business license from the participating municipality that you primarily operate in (as usual), and then you will be eligible for an IMBL which allows you to operate in Vancouver, Surrey, Richmond, Burnaby and Delta for $250.  Businesses located outside of the participating municipalities are not eligible for the program and still need to obtain individual business licenses from any of the participating municipalities they conduct business within.

With the targeted implementation date of October 1, 2013, the IMBL pilot will be offered to construction related businesses for the first year.  The offering will be reassessed after one year to investigate the possibility of expanding the scope to include other types of businesses.
